Summary
Representatives from Clear Creek, Gilpin and Jefferson counties unanimously recommended Jefferson County Public Health to serve as the regional Early Childhood Council provider; the board authorized the chair to sign a joint selection letter to the state.
Clear Creek County commissioners voted Dec. 16 to join a three-county selection committee in recommending Jefferson County Public Health (JCPH) as the regional Early Childhood Council (ECC) provider. The committee reviewed two applications — Jefferson County Public Health and Child Care Innovations — using a scoring rubric that evaluated readiness, collaboration, equity, fiscal capacity and alignment with regional priorities.
Committee members told the board JCPH scored higher across categories and demonstrated stronger county-to-county collaboration, equity practices and operational readiness. The committee recommended a JCPH-led transition approach with governance and coordination to avoid duplication with local coordinating organizations (LCOs). The board authorized the chairman to sign a joint letter to the Colorado Department of Early Childhood (CDEC) to submit the selection before the Dec. 31 deadline.
