County unveils five-year capital facilities master plan and lists top projects

Nevada County staff presented a revised five-year Capital Facilities Master Plan (CFMP) intended to centralize facility inventories, prioritize life-cycle maintenance and coordinate capital project approval with grant and other funding sources. Erin Mettler and facilities staff said the plan is designed to improve transparency, clarify departmental needs and forecast budget over a five-year window.
The CFMP includes a site-and-space planning effort, a 20-year life-cycle maintenance projection and a capital project initiation process to align grant opportunities and stakeholder input with board priorities. Patrick and facilities staff told the board the county expects to invest approximately $14.4 million in life-cycle maintenance over the next five years and about $3.5 million in planned projects in the coming fiscal year.
Staff summarized priority projects: a new animal shelter with design underway and potential 2027 construction; a behavioral health treatment campus with state grant funding; a sheriff firearms training facility; community resiliency center upgrades supported by a $10,000,000 grant for vet building upgrades; and ongoing participation in the Truckee Library project through a JPA and mixed funding sources. The Truckee Library remains in the concept stage with a $41,000,000 estimate using mixed funding including community facilities district revenues and private donations; the county has not committed additional funding yet.
Supervisors asked for public-facing property inventories, clarification about vacant parcels and confirmation of proposed master-plan studies and budgets. Staff said a consultant RFP will be issued for site and space planning and that an RFP for the consultant-led study is expected to go out shortly, with roughly $200,000 budgeted for that study. The board asked staff to provide a public property inventory and to continue coordination on funding and prioritization through the budget subcommittee.
