Commissioners approve runway lighting, oil-and-gas lease, multiple provider agreements and tower licenses

During a regularly scheduled meeting, the Washington County Board of Commissioners approved a package of contracts, leases, policy updates and provider agreements.
The board approved Change Order No. 1 for the relocated runway lighting project with Bruce and Merileys Electric Co., decreasing that contract to $582,934.14; the change will be funded with PennDOT Bureau of Aviation grants. Purchasing presented and the board approved an extension and amendment with Crown Castle and SDA for structural analysis at P25 radio tower sites, not to exceed $150,000, to cover modifications discovered during the analysis and related fees; costs will be paid from the general fund.
The board also approved a proposed oil-and-gas lease with Range Resources covering 99.838 acres in Jefferson and Hanover townships. The lease terms presented called for Range Resources to pay at least $3,000 per acre in bonus payments, an additional unitization fee of $1,500 per acre, and an 18.5% royalty on production.
Purchasing requested and the board approved three license agreements with SBA Towers LLC for radio-tower sites: a Veil site at $3,500 per month, a McGuffey Road site at $3,950 per month, and an East Findlay site at $1,500 per month; each includes a 3% annual escalation and the terms outlined will be paid from the public safety 911 fund.
On human-resources and program contracts, the board approved an update to the county's military leave policy allowing employees to extend military leave up to 30 days in a fiscal year and to carry over unused military leave into the following fiscal year. The Children and Youth Services contract with PA Parent and Family Alliance for peer-support services was authorized for $355,037 for 07/01/2025— 06/30/2026. Human Services provider agreement with Union Mission for Housing and Supportive Services was authorized at $712,261 for 10/01/2025— 09/30/2026. Chief Clerk also presented a facilities-services agreement with Penn West University to host DHS and FEMA courses (01/01/2026—12/11/2026) at no county cost.
A tax refund of $100.26 was approved by motion. The board recorded roll-call votes in favor of the presented motions; individual roll-call names in the minutes were recorded as in the meeting record.
