Hillsborough County adopts package of Land Development Code changes

HILLSBOROUGH COUNTY, Fla. — The Hillsborough County Board of County Commissioners on May 8 adopted a package of Land Development Code (LDC) amendments that make technical changes and add narrow new allowances, including rules for outdoor storage of recreational vehicles and private pleasure craft through planned developments.

Israel Monsanto of Development Services told the board the package was the second and final public hearing on the text amendments and that no changes had been made since the first hearing. The specific amendments included a definition update to align county height measurements with the Florida Building Code and new administrative authority for certain minor plan‑development adjustments, among others.

Commissioner Myers moved approval on the individual items; motions to adopt each amendment passed by unanimous voice or roll call, and a final motion to adopt the ordinance carrying the package also passed 7‑0.

The board and staff described the LDC changes as primarily technical or procedural. For the measure on recreational vehicle and utility‑trailer storage, staff said the change permits outdoor storage through a planned development rezoning process, not by right. On building height, staff said the amendment updates the county definition to the Florida Building Code standard for measuring roof height.

Staff noted the planning commission had reviewed each amendment and found them consistent with county policy. No members of the public spoke against the LDC items during the hearing.

The ordinance takes effect per county rules; Development Services will publish next steps and any related implementation guidance.

The board then adjourned the LDC hearing and moved into a separate comprehensive‑plan amendment hearing for other agenda items.
