City engineer George Binger presented the FY2027 capital improvement plan kickoff, describing the five‑year, fiscally constrained CIP process, project prioritization criteria, funding sources and examples such as Southeast Douglas Street, Olive & Orchard stormwater and potential downtown parking garage options; staff will post draft materials and solicit public input in April before returning to council in May.
