Murrieta — At its Sept. 2 meeting the Murrieta City Council paused for community updates: City Manager Justin Clifton and staff recognized a $1,300 donation to the children’s library from 6‑year‑old Emma Warren Oreck, and Corporal Matt Mazingo of the Murrieta Police Department gave an overview of the Southwest Valley Youth Court, a peer‑led restorative‑justice diversion program for first‑time juvenile offenders.
Clifton introduced Emma and her father to present the donation; the mayor invited library‑foundation representatives to join for a photo. Clifton then discussed the youth court, noting the program’s history (about 19 years), a COVID‑era suspension and a 2023 relaunch with regional partners. Corporal Mazingo described the program’s structure — student defense and prosecution teams, jurors, adult mentors and judges — and shared recent caseload figures: in 2023–24 approximately 63 cases involving 68 minors and 53 cases in the previous fiscal year with 53 minors. He emphasized restorative‑justice outcomes such as community service, reflective essays and educational workshops that avoid criminal convictions when conditions are met.
Public Information Officer Christina Davies provided a community calendar: the senior center’s 20th anniversary (Sept. 3), the children’s library groundbreaking (next day at 10:30 a.m.), library card sign‑up month, a Sept. 11 remembrance ceremony at Town Square Park, City Hall Citizens Academy registration, a bulky‑item drop‑off (Sept. 27) and the State of the City on Oct. 15.
