Committee denies foreign‑graduate remediation exception but approves renewal with agreed settlement for another dentist

Two contested licensure items came before the committee on Feb. 19.

Doctor Ali Monajian (transcript identifies him as appearing in person) asked the committee to exercise discretion and grant an exception to the remediation requirement after failing the prosthodontics component multiple times. He described his exam history, CE coursework and recent residency. Staff explained the remediation rule (board rule 101.2(d)) and the history of his application; the committee voted to deny the exception request and will forward that recommendation to the full board.

Separately, board staff reviewed a renewal application submitted by Amy Layman that disclosed an out‑of‑state voluntary surrender of an Oklahoma dental license while she pursued criminal-defense matters. Staff recommended issuance of an agreed settlement order (ASO) as a condition for renewal. Layman’s attorney argued the voluntary surrender was not a board-imposed revocation under Oklahoma law and that the surrender was not disciplinary in the same way as an imposed restriction.

After discussion about reporting to the National Practitioner Data Bank and the nature of voluntary surrenders, the committee voted to recommend approval of Layman’s renewal with the ASO (the motion carried 4–3). The committee advised Layman and counsel to attend the full board meeting the next day in case the full board had questions.
