Council approves $22,434 change order and $16,000 contract amendment for Cookeville water‑plant standby power work

Mister Turner, speaking for city utilities, presented two related items for the Cookeville Water Plant’s standby power project. Change Order No. 2 adds SCADA monitoring, a remote enunciator panel, security lighting and the abandonment of some poles and wiring; Turner said some of those items should have been in the original contract and others are added, producing a net increase of $22,434 to the contract. Turner said these added costs are covered by grant funding and the city’s portion is 5%.
Turner also presented Amendment No. 1 to the engineering services agreement to cover additional construction administration and inspector time related to the standby power work, adding $16,000 to the contract. He said the amendment shifts some items within the contract total and reflects additional inspection/administration expenses.
Vice Mayor Eldridge moved the motions to authorize the city manager to execute Change Order No. 2 and to approve Amendment No. 1 to the engineering services agreement; council approved both motions by 4–0 vote.
The council record shows both items were recommended for approval by staff and that the city’s local share under the grant is 5%; staff noted timing and administration adjustments but did not identify major scope changes beyond the added equipment and administrative time.
