The interim Senate Committee on Veterans, Emergency Management, Federal and World Affairs adopted updated committee rules dated Feb. 3, 2026, at the start of its meeting. Committee staff summarized the changes as aligning procedures with 2025 updates.
Staff said the updated rules clarify that the Senate president appoints subcommittees, require notice of intent to file a minority report before adjournment during long sessions, and clarify that impact-statement requirements apply to measures reported to the floor and to subsequent committees. Vice Chair Thatcher moved to adopt the proposed rules; no objections were raised and the motion carried by voice vote.
The adopted rules were posted to the Oregon Legislative Information System (OLIS), according to staff. The committee then closed its organizational meeting and proceeded to the informational hearing and other agenda items.
