Yuba County Human Resources Director Tiffany Manuel presented the county's workforce development plan on June 24, describing a multi-year strategy organized around four pillars: recruitment, development, recognition and culture. Manuel said the plan uses employee survey data, leadership retreat findings and external consultation to build career pathways, training academies and a countywide performance-management system.
