Yuba County closes two CDBG programs after low participation and timing issues

Yuba County staff recommended — and the Board approved — formal closeout of two grant programs on Sept. 23: a Community Development Block Grant (CDBG) first‑time homebuyer program and a CARES Act‑funded food‑delivery program for homebound residents.
Ian Scott, project manager for Community Development and Services, said the CDBG first‑time homebuyer program began income‑qualification for seven applicants and approved four, but none could meet the CDBG requirement to provide 50% of the lender‑required down payment. Scott said the program’s low maximum income thresholds (for example, $53,750 for a one‑person household) did not align with conventional mortgage and lender requirements in current housing markets, and staff recommended returning the grant closeout funds to the county program‑income account for later reallocation.
On the CARES Act food‑delivery program, Scott said 138 recipients received weekly deliveries of two premade meals for a total of 60 weeks; staff learned the grant had not been closed out by prior housing staff and recommended formal closeout to finalize accounting.
Board members discussed possible alternate uses for program‑income funds such as ADU incentives and noted staff would evaluate viable future uses. Both closeouts were approved by the board.
