CDSA reports steady building-permit activity and retail recruitment progress

Ashley Potocnik, business engagement manager for Yuba County Community Development and Services Agency (CDSA), presented the quarterly economic development report for July–September.
Potocnik said CDSA staff engaged with more than 30 retailers and developers at the International Council of Shopping Centers trade show and distributed a commercial opportunities packet to prospective tenants. She described partnerships with Capital Rivers Commercial and Team California to increase retail recruitment capacity. On specific projects, Potocnik highlighted progress on the Feather River Shopping Center (including a Chipotle), Northfield Commons (Panda Express, Surf Thru) and River Oaks Shopping Center in Plumas Lake (holiday market and a proposed McDonald's drive-through in design review).
Permitting data showed 625 building permits in the quarter, a seasonal decline from the prior quarter but consistent with multi-year averages, and seven new subdivision maps recorded. Residential production remains strong: roughly 450 production homes have already been permitted year-to-date—more than two-thirds of the prior year’s total—indicating sustained development while allowing the market to absorb new supply.
Potocnik also previewed upcoming technology improvements, including Tyler software integrations for environmental health and online payments to streamline permitting and customer service.
Board members commended CDSA for sustained permit volume and noted ongoing work on a 30-year general plan update and local site revitalization efforts.
Next steps: CDSA will continue retail outreach, advance active shopping-center projects through permitting and implement the Tyler integrations to improve online permitting and payments.
