Sutter County approves tentative parcel map to split 275-acre farm

The Sutter County Board of Supervisors unanimously approved a tentative parcel map on July 22 to split a 275-acre agricultural parcel into two parcels of roughly 160 and 115 acres (Project U25-002). County planning staff said the proposal would rescind and replace an existing development rights agreement so that the new parcels remain encumbered against new residences.
Casey Murray, senior planner with Development Services, told the board the site is designated Agriculture 80 (acre minimum) in the general plan, consists mainly of rice fields and irrigation infrastructure, and that the action does not change land use. The planning commission reviewed the project on June 18 and recommended approval with no opposition.
Because the project results only in two large agricultural parcels with no change in land use, staff found the project exempt from CEQA under the common-sense exemption. No members of the public spoke during the hearing. Supervisor Baines moved approval and Supervisor Ziegenmeier seconded; a roll-call vote recorded unanimous approval.
The action approves the tentative map and the rescission/replacement of the existing development rights agreement; future land uses remain constrained by the new agreement and county standards. County staff said the project does not propose new residential development.
