The Lee County Board on Feb. 25 held over a proposed text amendment to county zoning rules that would permit accessory dwelling units (ADUs) in AG‑1, R‑1 and R‑2 districts and approved a separate resolution to vacate the final plat for Coyote Corner Phase 2.
Alice, planning staff, told the board that Petition 26, PC 84 would change chapters 1, 4, 5 and 9 of Title 10 of the Lee County Code of Ordinances to allow ADUs in those districts and that the planning commission unanimously recommended approval with a one‑acre minimum lot requirement. Because the proposal is a text amendment, she said it must be held over for one month before final action. “Following a public hearing on the petition during which no members of the public were present, the planning commission voted unanimously to recommend approval of the petition with the inclusion of a 1 acre minimum requirement,” Alice said.
Mister Gascoigne moved to hold the petition over one month as required; a second was offered and a voice vote carried the motion.
On a related zoning matter, Alice presented Petition 26 PC 85, a petition filed by the estate of Richard Fluck seeking vacation of the final plat of Coyote Corner Phase 2 (recorded Feb. 2, 2009). She told the board the planning commission unanimously recommended approval and cited the Illinois Plat Act requirement that a resolution be adopted to effect a plat vacation. Mister Gascoigne moved to approve the resolution; Mister Rod seconded and the motion carried on a voice vote.
The planning staff also briefed the board on Petition 25P1658, a map amendment filed by Dixon Apartments LLC to rezone the former Magnuson Hotel from C‑3 (General Business) to R‑4 (multifamily residential) to operate an apartment complex. Alice said the parcel lies in Palmyra Township and must first be heard there; Palmyra tabled the matter to March 9, and the county hearing officer is anticipated to hear it March 25. Alice asked board members to direct any public inquiries to the planning office or Building Official Joe Bay.
The board’s actions followed standard planning procedure and mirrored the planning commission’s recommendations. The ADU text amendment will return to the board next month for further consideration; the Coyote Corner plat vacation is now effective as adopted.
