Senator Kirkmeyer presented a bill to raise the Capital Development Committee review threshold for 100% cash‑funded new construction from $2 million to $5 million and to exempt certain projects from review; the committee debated oversight versus efficiency and unanimously directed staff to draft a letter with CDC comments to the Senate Education Committee.

Senator Kirkmeyer told the committee her draft legislation would raise the dollar threshold that triggers CDC review of 100% cash‑funded new construction from $2,000,000 to $5,000,000 and, in limited circumstances, remove CDC review entirely for projects that are 100% cash funded, do not use student fees, and do not borrow using the state's credit rating — provided the institution has not used the higher education intercept act in the last five years. Kirkmeyer said the change is meant to reduce administrative burden and shorten project timelines to reduce inflation exposure.
