Warm the Homeless Initiative urges Akron to adopt anti-blight programs and loan options

Danielle Hilton, president and founder of Warm the Homeless Initiative, told Akron City Council that many Akron neighborhoods face increasing blight and deterioration and urged the council to adopt anti-blight measures that would protect vulnerable residents and improve housing stock.

Hilton proposed several concrete measures she said the city could adopt: 0% interest exterior repair loans for homeowners with favorable conditions and partial loan forgiveness (she suggested forgiving 25% of the remaining balance under certain terms); a lawn-and-landscape assistance program that would hire outside contractors to maintain properties for residents over age 70 or who are disabled; and a zip-code-targeted proactive code-enforcement program to identify unkempt properties for inspection.

"The ARPA funds program definitely has a lot of challenges," Hilton told council, and she urged officials to consider these alternative tools and to revisit penalty policies and enforcement approaches. She cited other Ohio municipalities that have used similar programs and thanked council members she said had engaged on the issue.
