Duplin County OKs CDBG-CV application and program amendment; schedules second CDBG hearing

Chris Hatcher, the county presenter for the hearings, explained CDBG national objectives — benefit to low- and moderate-income persons; prevention or elimination of slums or blight; and urgent needs. He said the county intends to apply for CDBG-CV funds totaling a project budget of $1,325,000 with an administration allocation of $132,500 and asked the board to adopt a resolution authorizing submission and designating officials to execute required documents. The board approved the resolution (motion by Commissioner Garner; second by Commissioner Dow) by voice vote.
On the county's existing CDBG (grant number 21C4011), Hatcher proposed reallocating $200,000 from a public-facilities rehabilitation activity and requesting an additional $1,924,000 to expand public-facility improvements. The board authorized submittal of the proposed program amendment (motion by Commissioner Garner; second by Commissioner Edwards) and carried the motion by voice vote.
Hatcher noted that CDBG funds are federal dollars distributed by the state and that some activities must serve at least 51% LMI (low- and moderate-income) persons under area-wide objectives or 100% LMI households for direct benefit activities. He also asked for, and received, the board's agreement to schedule a second public hearing to support additional CDBG applications.
All three motions passed by voice vote with no public opposition spoken into the record at these hearings.
