Morris County updates decade‑long trail construction grant program; volunteer honored

He said the program has encumbered about $3.2 million in reimbursements and that total historical requests have exceeded $11 million.
Why it matters: The program funds local trail construction and rehabilitation that county officials say improves recreation, connects communities and supports active transportation. Commissioners pressed staff about long‑term upkeep and county oversight.
During questions, a commissioner asked who is responsible for maintenance. Burillo said applicants pay for maintenance and that grant contracts “require 20 years of maintenance,” and county staff perform inspections after completion; the public may also report deficiencies for follow up.
The board used the presentation to recognize several volunteers who support the program’s administration. The board read a resolution honoring Isabel Alcott for her service as an original advisory committee member; Alcott, who has participated in county projects for decades, addressed the board and said the program’s structure is now strong and demand for funding is plentiful.
What’s next: Staff said many of the design grants awarded in recent years will be moving into construction and that staff will continue inspections and reimbursement processing. No additional formal board actions on the program were recorded during the public portion of the meeting.
