DOVER, Del. — Kent County Levy Court’s Feb. 24 meeting included personnel recognitions, staffing introductions and routine procedural votes.
The court recognized Ryan A. Quinn, Paramedic First Class in the Department of Public Safety, as March 2026 Employee of the Month. Deputy Chief Justin Conrad and other department leaders cited Quinn’s role in the recruit academy and efforts to standardize training and equipment. "Ryan's dedication, innovation and steadfast commitment to professional development has made a lasting and meaningful impact on Kent County EMS," the department director (identified in the record as Chief John Tinger) said as part of the introduction.
Commissioners also heard introductions of several new EMS hires. Paramedic trainee Dan Mills, who said he lives in Felton and is finishing his spring semester, and Thomas Blomquist, who recently moved from Pennsylvania, addressed the court briefly. Other hires mentioned in the record include Madison McGinnis, Isabella Davenport and James Cortese.
Procedurally, Vice President Scott moved to adopt the meeting agenda and later moved to accept the consent agenda; both motions passed on roll calls recorded as six yes votes with one member absent. Commissioner Hertz introduced ordinance LC25‑05, a proposed amendment to Kent County Code Chapter 84 (Regional Sewer Advisory Board bylaws), and set a public hearing for Tuesday, March 10, 2026 at 7 p.m.
No executive session was held. The court announced scheduling changes for upcoming county meetings and adjourned after a brief closing vote.
