Trustees adopt 3‑mile plan, stormwater master plan and advance transportation planning

Trustees on Feb. 24 adopted several planning and infrastructure items intended to shape long‑range development and capital projects.

Marika, planning staff, presented the updated 3‑mile plan required annually by state statute and described its role as policy guidance ("the 3‑mile plan does not guarantee annexation, does not change zoning, and does not commit the town to infrastructure spending"). Trustees adopted Resolution No. 18 to approve the plan.

Public works staff then summarized the drainage/stormwater master plan update prepared to replace the 2013–14 studies. The update inventories basins, models flows, identifies detention storage deficits (highlighting Cole/Gold Street and Colorado Center subbasins) and supplies prioritized projects for capital planning. Staff pointed to an existing stormwater enterprise fund and an available balance to begin projects; trustees adopted the drainage plan.

Trustees also approved a procurement and base scope for a new transportation master plan (sole source to the selected consultant with a base budget at the board's approved level). The board discussed adding bid alternates (parking assessment, Highway 24 strategy) and requested that early work focus on the south end/Steel Drive connector to support near‑term annexation planning.

What’s next: staff will pursue execution of the transportation agreement, produce technical memos and prioritized stormwater project lists, and return with project definitions for capital budgeting.
