FLVS procurement team recommends multi-year IT contracts, Azure commitment and textbook awards for March consent agenda

Miss Joanne Serra, senior director of procurement and contracting, reviewed the proposed consent contract items that will be brought to the FLVS Board on March 10. She said the committee recommends awards to five organizations for full-service software development work under contracts that would run five years with five optional one-year renewals.
On projected fiscal impact, Miss Serra described the estimate as dependent on the approved budget each year but provided staff estimates of roughly $5,000,000 for years one through five (about $1,000,000 per year) and approximately $3,000,000 for years six through ten (about $600,000 per year). "The contract will be for 5 years with 5 1 year optional renewals, and the estimated fiscal impact will really be dependent upon the approved budget for each year," she said.
Miss Serra also described a placeholder item for a Microsoft Azure consumption commitment: staff outlined a marketplace commitment to spend $10,000,000 over three years in exchange for a 10% discount. She emphasized that the commitment would not preclude issuing competitive RFPs and that purchases would still proceed through the current reseller, CDWG.
On employee benefits and insurance, Miss Serra said the annual benefits program will be presented at the March meeting and that the RFP for life and disability insurance is recommended for award to Standard Insurance Company, pending board approval.
For curricular materials, Miss Serra said FLVS seeks a three-year contract with W. W. Norton for two e-textbooks (AP U.S. History and AP U.S. Government) with three optional one-year renewals. The requested not-to-exceed amount is $1,350,000 for the initial three-year term and $450,000 for each optional renewal year, and the basis of award is cited as the educational materials exemption.
Miss Serra invited board questions and noted that detailed contract documents and fiscal-impact analyses will be presented at the March 10 meeting for formal action.
