Council adopts revised fee schedule with small adjustment to water increase

The council approved an updated fee schedule that adjusts utility fees to better cover operations and capital needs. The council also accepted pass‑through adjustments for the North Davis Sewer District and waste removal, and an updated emergency dispatch fee.
City manager Trevor and finance staff said half the proposed adjustments were pass‑throughs to reflect contracted increases; the water component is being increased in part to help cover upcoming bond cash‑match and debt service obligations. Council members debated staging increases and revisiting them after scheduled rate studies; staff agreed to provide updated rate‑study results and to make mid‑year adjustments if needed.
The motion passed with a single dissent noted in the record (Council member Arvey). Staff will update the published fee schedule and post revised customer notices.
