Souderton council approves 2026 pension MMO, adds handicap parking, amends manager contract; honors retiring public works director

Souderton Borough Council on Tuesday approved the borough's 2026 pension minimum municipal obligation (MMO), adopted two resolutions affecting parking and the borough manager's employment agreement, and recessed to an executive session to discuss personnel.
Speaker 2 explained the MMO calculation and presented the recommended amounts for 2026, saying the borough's MMO showed a small net reduction this year and outlining unit calculations used for nonuniform and police employees. "For a police officer is 2 units," Speaker 2 said, describing how state aid units translate to employer obligations. Speaker 2 moved to approve and certify the 2026 MMO, listing the nonuniform plan amount as $187,521 and the police plan amount as $147,992; Speaker 1 seconded the motion and members responded "aye." The council recorded no opposition during the voice vote.
Council then considered a request from Mr. Keller to add a handicap parking space near 26 North 2nd Street. Speaker 1 introduced Resolution 2025-10 to add the space, and after consultation with the chief and confirmation that the parking location could be placed near—but not obstructing—a fire hydrant, the council approved the resolution by voice vote.
Later in the meeting Speaker 2 moved to approve Resolution 2025-11 to amend the borough manager, secretary and treasurer employment agreement with Sarah (named in the motion as Sarah Jared Eaton). Speaker 1 seconded and the council approved the amendment by voice vote; no individual opposing votes were recorded on the audio.
Before adjourning the regular session, Speaker 1 moved to convene an executive session to discuss personnel matters; council recessed for a short break to continue the conversation in the conference room, intending not to return to the chamber afterward.
The council handled routine business earlier in the meeting, including approval of the consent agenda and several administrative updates. The meeting also included a ceremonial recognition of Steve Cole's retirement from the borough's public works department.
The decisions taken at the meeting will be reflected in the borough's minutes and any implemented parking changes, pension budget adjustments and manager contract amendments will follow the borough's standard administrative procedures.
