Berlin updates West Street parking plan; committee recommends no‑parking, offers 12‑month relief for affected residents

The town reported ARPA funds will cover the lot lease for calendar years 2025 and 2026 and that $75,000 was included in the FY26 budget for improvements (island landscaping, parking bumpers and perimeter fence). Council discussed enforcement, lighting options (including portable/solar solutions), resident exemptions, and whether subcommittee meetings should be publicly available. No ordinance vote was taken; council indicated it will return the item as an action item at a future meeting for public comment and formal action.
Resident Van Parson spoke in favor of a no‑parking designation on safety grounds: when asked directly whether he supported no parking along West Street he answered, "Yes. I do." The council asked staff to prepare recommended regulatory language, enforcement options and an outreach plan to notify affected residents ahead of implementation.
