Operations committee approves contracts, hears legislative update

Matthews Contracting Co. for up to $11,436,043.12. The committee also approved extensions and renewals for janitorial services (total up to $2,472,708.12), card-access maintenance (up to $375,000), lighting supplies (up to $125,000), plumbing services (up to $1,400,000), chiller inspection and maintenance (up to $600,000) and the purchase of a 2026 flatbed truck for traffic engineering (up to $138,685). Each item was presented by facility or procurement staff and passed by voice vote after being reported back from audit where applicable.
Separately, staff member Dan summarized significant state legislation that passed this session and intersects with county priorities. Highlights included House Bill 92, which restored exemptions related to the MARTA sales tax and preserves SPLOST options; House Bill 513, which reinstated local authority for certain video surveillance at gas stations; House Bill 155, which revises aspects of annexation arbitration; House Bill 179, allowing digital recordings as an alternative to traditional court reporting in some proceedings; House Bill 331, prohibiting animal transfers in certain public places; and Senate Bill 20, which would create a student loan repayment program for veterinarians serving shelters and nonprofit sterilization clinics.
Next steps: Procurement staff will proceed with contract execution and rebidding schedules where required; central staff will circulate an expanded legislative packet at a subsequent ops meeting.
