A meeting participant (S4) gave an overview of the organization's bylaws ("estatutos"), explaining that bylaws set internal procedures such as quorum and voting rules, committee formation and the legal limits of local governance. S4 said the group has a draft document under review and plans monthly meetings to continue revisions.
