The Keizer Public Art Commission voted on Feb. 24 to accept its draft public art master plan and to recommend the document to the City Council, advancing a new storm-drain art program and related public-art initiatives.
Commissioners discussed edits to the plan, described in the meeting as the implementation plan portion of the master plan. A motion to adopt the draft and forward it to council was made and seconded; the motion passed on a voice vote. An attendee summarized the commission’s request to staff: "For the first iteration of the storm drain program, we would like to support input on future locations, keeping in mind [high foot traffic and school proximity]," an unidentified meeting participant said during the discussion.
As part of the plan’s rollout, staff introduced a pilot storm-drain art project funded through education components of the MS4/stormwater permit. Commissioners reviewed three candidate sites and agreed to prioritize two for the first round because of higher pedestrian visibility: a location on Alder and a site at 15th (referred to in the discussion as "Shamal/Shamawa/15th"). Staff said the site photographs are geolocated and will be posted alongside the artist application to help artists determine suitability.
Commissioners also discussed implementation details including artist outreach, formatting requirements for large-format wraps, and timing. The commission asked a member to report the action to City Council; Jim Merrill was named to summarize the commission’s approvals to council at an upcoming meeting (March 16 was cited as an available date).
