Senate panel advances bill to study unlicensed construction labor contractors
Summary
The Senate Committee on Labor and Business advanced House Bill 4012A to the Senate floor with a due-pass recommendation. The bill directs the Construction Contractor Board to work with the Bureau of Labor and Industries on a targeted assessment of unlicensed construction labor contractors, running Jan. 1–July 1, 2027, and sunsets Jan. 2, 2028.
The Senate Committee on Labor and Business voted to advance House Bill 4012A to the full Senate with a due-pass recommendation on Feb. 18, 2026. Chair Taylor said the committee could open a work session on the measure and asked staff to explain it.
Whitney, a committee staff member, told the panel the bill "requires the Construction Contractor Board to consult with the Bureau of Labor and Industries to conduct a targeted assessment initiative on the use of unlicensed labor contractors and unlicensed construction labor contractors from January 1 through 07/01/2027." Whitney also said the measure "sunsets on 01/02/2028 and takes effect on the 91st day following adjournment sine die."
Committee members moved and passed a due-pass recommendation without recorded objection. Vice Chair Hayden moved the recommendation and the motion passed; Chair Taylor will carry the bill to the floor.
The bill does not include a revenue impact and was described as having only a minimal fiscal impact in the committee explanation. The measure was reported to have passed the House by a vote of 58–0 with two excused members before arriving in the Senate committee.
The committee did not debate amendments to HB 4012A during the Feb. 18 work session. With the due-pass recommendation, the bill will be scheduled for consideration by the full Senate. The committee did not set an immediate follow-up date and noted the House schedule could affect referral timing.
