The Higher Education Coordinating Commission told the Ways and Means committee on Feb. 13 that Oregon's public universities face structural budget deficits and recommended five actions to improve long-term financial sustainability.
Representative Ruiz said the HECC report identifies limited enrollment growth, demographic shifts and constrained state resources as drivers of institutional budget pressure and recommended: (1) encouraging integration or mergers among institutions; (2) requiring regular state-level reviews of academic degree programs to avoid duplication; (3) creating a separate legislative salary pool for key employee compensation increases; (4) prioritizing capital funding for aging IT infrastructure that supports inter-institution collaboration; and (5) continuing targeted legislative funding for financial sustainability initiatives.
Senator Gerard told the committee "we have a real major problem in higher ed" and warned that at least one institution is teetering on collapse, urging the committee to prioritize higher education in the state's agenda. Representative Smith and others emphasized regional impacts and inefficiencies at smaller institutions, noting that some communities have very small student populations but carry high administrative costs. The committee acknowledged receipt of the HECC reports and members flagged the need for further policy work.
