Tiffany, Waterville's finance director, presented a fourth‑quarter finance report and January reconciliations at the Feb. 23 council meeting, telling council the city's year‑end revenue across funds was close to budgeted targets and that certain capital and enterprise funds remain healthy.
Key figures Tiffany cited: general fund revenue at 99.74% of budget, combined dedicated funds at 102.47%, five‑year capital fund at 85.65%, and enterprise fund operating levels (water operating 99.63%, sewer operating 84.9%). She reported total revenue as of Dec. 31, 2025 of $15,189,034.87 and total expenditures through Dec. 31 of $13,515,316.85 (about 90.98% of budget). For January, Tiffany noted an ending cash balance of $12,234,356.84, down roughly $47,905.87 from December.
During the same portion of the meeting, Police Chief Joe displayed one of two e‑bikes the department purchased and said officers would use them on the shared use path this spring. Chief Joe said the department is preparing etiquette brochures for schools and the public and will train officers for patrol use. "We are very thankful, the officers are excited to get out on the shared use path," he said.
Fire Chief Parochi reported that vehicles approved at a prior meeting are on order and that the department continues to evaluate equipment and training needs.
Council thanked staff for the detailed financial page references and asked follow‑up questions; Tiffany and the treasurer provided specific check numbers for recent payments and confirmed the finance committee had reviewed and approved the reports.
Outcome: No council action was required; staff will continue routine monitoring and return with requested documentation or follow‑ups as needed.
