The Board of Aldermen voted unanimously on Nov. 12 to support the town's participation in the University of North Carolina's Our State, Our Homes program, a component of UNC's Carolina Across 100 initiative to provide technical assistance on housing policy and programs to communities across North Carolina.
Kyle Harris explained the program structure: if Spencer is selected, the town manager or a designee would join a five-summit series in Chapel Hill across 2025 and early 2026 and form a local stakeholder group to discuss affordable housing approaches. "It's basically agreeing to participate in a think tank on housing issues," Harris said. The program carries no required cash match for the town; UNC will provide reimbursement of travel costs (up to $7,000 for core partners) and modest implementation and project-management stipends ($5,000 each) to support pilot work if a community is selected.
Board members discussed the composition of a core team and stakeholder group; staff said the application asks for three local government representatives and suggested including development and banking community representatives for cross-sector collaboration.
The resolution commits the town to apply and lists the town manager as a potential core team member; the board approved that resolution unanimously.
What happens next: staff will assemble an application naming Spencer and the town manager as core participants and will return to the board with more information if Spencer is selected.
