Board approves Spencer Partnership amendment and nighttime parade road closures; committee seeks volunteers

The Board of Aldermen unanimously approved a second amendment to the Spencer Partnership special event agreement on Nov. 12 to include the Spencer Holiday Caravan Parade as part of the group's WinterFest activities. The board also adopted ordinance 24-23 to permit temporary road closures for the nighttime parade scheduled for Nov. 27.
Kyle Harris, who presented the parade proposal, described the closures the committee requested: US 29 from 11th Street to Jefferson Street (estimated closure about 5:00 p.m. to 9:00 p.m.), Jefferson Street from US 29 to North Whitehead Avenue, North Whitehead Avenue from Forestdale to 2nd Street, and Oakwood Drive between North Whitehead Avenue and Pinecroft Lane. Harris said organizers will marshal the lineup on the same streets previously used and will shift typical daytime closures into the evening because it will be a night parade.
"The parade committee is going to be providing support to anyone who does sign up to be a volunteer," Harris said, describing high-visibility vests, illuminated batons and volunteer instructions. He added organizers are prioritizing traffic-control volunteers and were aiming for about 30 total; roughly 15 were still needed as of the meeting.
Board members asked about potential conflicts of interest and whether county approval was required for closures involving state-maintained US 29; staff said county ordinance would be needed only if the event extended outside town limits. The manager said the town's relationship with the Spencer Partnership is collaborative: a local nonprofit that runs WinterFest and other downtown activities, now expanded to include the new parade.
The amendment authorizes the town manager to execute the revision to the special event agreement; the ordinance authorizing the road closures was adopted by unanimous vote.
What happens next: organizers will continue recruiting volunteer traffic-control personnel and must demonstrate sufficient volunteer coverage and safety protocols as part of permit approval.
