CAP Board opens 30-day public comment period for EMS line-of-duty memorial

The Capitol Area Architectural and Planning Board voted to open a 30-day public comment period on an application from Anna McAfee and the EMS Memorial Foundation to add an Emergency Medical Services line-of-duty death memorial to the Capitol grounds.
Tina Chamiz, commemorative works planning fellow, told the board the application was submitted January 9, 2025, found complete on March 7, 2025 under Minnesota Rules 2427.003 subpart 2, and includes a historical narrative intended to recognize EMS contributions in Minnesota. Staff recommended opening the public comment window and a public hearing so the board can collect input on whether the proposal meets the rules’ conditions of statewide significance, respect for diversity, and public support.
There was a motion and second; a roll-call vote passed the motion. Staff will present a summary of public comments and a staff recommendation following the comment period, after which the board will take a final action on whether the application meets the commemorative-works criteria.
Next steps: public comment period June 10–July 10; staff will return with a recommendation and the board will schedule a hearing as required by the commemorative-works rules.
