Bellefontaine City Council approved a package of routine ordinances and resolutions covering parks appropriations, bidding authority for Harmon Park projects, pool design contracting and a water-service connection for Habitat for Humanity.
On the legislative agenda, council approved a first-reading motion to authorize the service safety director to grant power of attorney to Priority Power Management LLC for natural gas aggregation services (motion to pass first reading). Council adopted a resolution (25-40) raising the city’s capital asset threshold from $5,000 to $10,000 and granting limited authority up to $25,000 for certain purchases, and the auditor’s recommended amendment (Resolution 25-41) moving a debt-service fund to a special project/recreational improvements fund. The council also adopted Resolution 25-42, authorizing an extension of city water service to a 1.423-acre parcel owned by Habitat for Humanity of Logan County.
On second reading and adoption votes, the council moved to waive three-reading rules and passed supplemental appropriations for parks, authorized the service safety director and park superintendent to seek bids and enter into contracts for the Harmon Park project, and authorized advertisement and procurement steps for the Hoffman Municipal Swimming Pool design. Each motion was moved and seconded and passed by recorded roll call votes as reflected in the meeting minutes.
Council members also discussed scheduling committee review for the Logan County Electric Cooperative franchise request raised by the service safety director. No final action on the cooperative franchise was taken; the matter was assigned to committee for consideration.
The meeting concluded after the council’s business and the failed reconsideration of the annexation ordinance.
