HRA terminates Bjorkberg development agreement after city denies PUD

Staff told the board that the city formally denied the Bjorkberg project's PUD request and the developer subsequently asked to terminate the development agreement. The HRA reported that the PUD denial and project uncertainty, combined with time limits on ARPA and I Triple R funds that had been committed to the project, led staff to recommend termination so funds can be reallocated if a materially similar project cannot proceed.
