Solicitor’s office wins approval for Carpel/Carpil prosecutor case-management system

The Office of the Solicitor General received committee approval for a two-year, sole-source agreement with Carpel Computer Systems (doing business as Carpil Solutions) to supply a prosecutor case-management system, staff told the Finance, Audit and Budget Committee.
Solicitor Colin Shibley and Brandon McMurray said the system, described as ‘‘designed by prosecutors for prosecutors,’’ would improve e-discovery, digital-evidence handling and collaboration among units in the solicitor’s office. The presenter said the county currently uses a state-provided system called TRACKER but described it as behind the times; the new system would allow better integration with county law enforcement databases and more efficient case processing.
The two-year agreement was framed as both a ratification of previously provided services and a request for continued operations; the not-to-exceed amount stated in the presentation was $392,837. Staff also emphasized the system is for the Solicitor General’s internal case management and is not intended for the broader court system.
Committee members recalled previous discussions on the topic this year, asked clarifying questions and then moved to approve the contract by voice vote. Staff said Carpil has operated since the 1980s and serves prosecution offices in multiple states.
The solicitor’s office will coordinate implementation details with county IT and law enforcement partners; staff committed to follow-up on interoperability and integration work as part of contract implementation.
