Pomeroy development moves forward; Hilltop Partners withdraws Hooper rezoning to pursue LIHTC

Staff updated commissioners on two proposed affordable housing projects during the Feb. 5 meeting.
City staff reported that the Pomeroy development is advancing and was reported as at a second reading at the council level. For the Hooper Street project, Hilltop Partners withdrew its rezoning application in order to pursue the next round of Low‑Income Housing Tax Credit (LIHTC) funding, which staff said will have new guidelines expected in the coming weeks; Hilltop plans to resubmit a rezoning application when it has clarity on the new rules. Staff noted that, depending on award timing, multiple LIHTC‑funded developments could come forward in the next several years.
Commissioners asked whether the LIHTC guideline changes are coming from OFA or another authority; staff said their understanding is that the new guidance is from OFA but that details remain uncertain. Commissioners were told both projects could move forward on different timelines depending on funding cycles.
Next steps: Staff will monitor LIHTC guideline releases, and Hilltop Partners indicated it will restart the rezoning application when new guidelines are released. The planning commission will receive updates as applications return to the city process.
