O'Fallon council adopts 2025 property tax levy, council says rate will decrease

The O'Fallon City Council voted Sept. 11 to adopt the 2025 property tax levy ordinance (bill 7781.1), which city staff said reduces the city's tax rate compared with last year. The ordinance received a second reading and was adopted and recorded as ordinance number 7241.
During the session, a council member asked staff (Vicky) to confirm whether the levy would result in lower bills for homeowners with unchanged assessed values; staff confirmed the understanding that rates are dropping and "for a home value of equal value from last year to this year, the taxes will go down because the rates are dropping."
Councilmember Keelan noted that the vote is specifically to lower the tax rate, and no further amendment was taken. The ordinance passed in a recorded voice/roll call vote and was finalized that evening.
The council did not use the passage to propose additional tax rate changes; the action was presented as a ministerial confirmation of the levy for 2025.
