New London council approves $1.52 million in bills, contracts and parking changes

The council also approved a resolution adjusting the city’s census-defined urban area boundaries, a step the Board of Public Works said is "formal documentation for state records that the city of New London recognizes changes made to the boundaries," and which passed 9-0.
Council members approved a contract with ECS Geotechnical Services for geotechnical work related to an STP local grant project on Elkann Road; the Board of Public Works recommended the contract and the council voted to accept it 9-0. The council also approved an ordinance (first reading) adding parking restrictions on sections of Wolf River Avenue/Shawano Street and West Beacon Avenue/Shawano Street, and adopted a second-reading ordinance modifying parking limits on designated streets and city properties; both motions carried 9-0.
Other votes included approval of the monthly license list and a motion to accept a Franklin Park building agreement with the Salvation Army for use of the park facility; both passed without recorded opposition. The council also approved a 1.5% adjustment to the starting/promotion compensation scale recommended by the Finance & Personnel Committee to help keep the city competitive for hiring and promotions (vote recorded 9-0).
Several committee recommendations came to the full council as votes at the meeting. The council approved a revised building-department fee schedule that added a licensing fee for keeping chickens; the roll call on that item was recorded as 8 yes and 1 no.
