Commission approves new permitting software contract after acquisition reshuffle
Summary
Following an acquisition chain (Dude Solutions -> Brightly -> Granicus), county permitting staff presented a new Granicus contract for permitting software; commissioners approved the contract and noted planned fee increases in out years.
County permitting staff told commissioners on April 28 that the permitting software the county uses (previously marketed as Dude Solutions and Brightly) was acquired by Granicus; as a result, the county must sign a new contract to continue service.
Chris Gomer reviewed the terms and said the product functionality remains largely the same but the vendor's standard terms and conditions (an 85‑page agreement) include clauses the county had not previously negotiated and forecasted price increases over the life of the contract (flat first year, step increases in 2026 and 2027). He said Andrew Cruz had reviewed the contract and identified no obstacles to moving forward. Commissioners discussed fee impacts, permit‑fee adjustments and the county's ability to manage permit fee schedules in‑house via the software.
After questions, the commission moved to approve the contract and authorize the president to sign the agreement; the motion passed on voice vote. Staff noted they will include the scheduled increases in future budget work and continue to monitor fee structures as permit revenues and workloads are evaluated.
