Councilman Martin reported to the Shelby City Council that the city’s combined cash position remains healthy, with the general fund’s cash balance stated at $2,100,000 and the treasury at about $15.754 million. He told the council that August income-tax receipts were $3,964,000, a sum the council was told surpasses last year’s September totals and helps push the city toward a $5,000,000 projection for the year.
The council moved to receive and place on file the combined financial statement and the cash investment reconciliation for the period ending Aug. 31, 2024. Martin also summarized personnel changes in the utilities and fire departments, noting two recent utilities resignations and ongoing interviews for a floater position in the fire department.
During later business, council members considered Orders No. 22-2024, an amendment to the annual appropriations ordinance and an emergency declaration. Council discussion identified the primary adjustments: increased park fund line items reflecting several donations intended for new playground equipment; increased funding for DARE programming tied to settlement receipts; transfers from the general fund to the capital-improvement fund to help equip three new cruisers; and modest increases to equipment lines as income-tax receipts improved. The council voted to pass Orders No. 22-2024.
Council members described the certification of tax rates and levies to county authorities as an annual administrative step; Resolution No. 43-2024 to accept amounts and rates as determined by the budget commission was moved, discussed as procedural, and approved.
The council did not specify the roll-call vote tally in the meeting transcript for the appropriation measure; the meeting record shows motions were made, seconded and the measures passed.
