Pflugerville appoints bond committee and approves $156,136 engagement for bond facilitation and outreach

Pflugerville City Council on Feb. 10 appointed an initial slate of citizen members to a 2026 capital improvement bond committee and approved a professional services engagement to support the committee’s work and possible ballot preparations.

Staff described the WSB contract — budgeted jointly across CMO and transportation professional‑services lines — as larger than the city’s prior bond consulting work because it includes expanded communications and engagement tasks. “We’re down in our comms team and this helps to fill that gap and bring outside experience that has done this for other cities,” staff said.

Council discussed whether to delay a bond ask until several major city projects are visibly complete so voters can see results. One councilmember urged delaying consideration until 2027, saying residents are more likely to approve new bonds after they see delivery on previously approved projects.

Council approved the WSB engagement (time‑and‑materials) and moved forward with appointing roughly a ten‑member bond committee while leaving some nominations pending. Staff said financial advisors and bond counsel remain engaged for debt‑capacity analysis and that WSB will assist with community engagement and facilitation should council move toward a proposition.

The contract is time‑and‑materials; task 3 (proposition communications) would be engaged only if the council votes to put a bond proposition on the ballot. Staff said the engagement will be refined as the committee develops recommendations and that further approvals would be required for any proposition communications once the council decides to proceed.
