Saint Bernard council adopts emergency ordinance to hire director of public services and safety

The Saint Bernard Village Council on June 12 unanimously adopted Ordinance 17 (2025), authorizing the mayor to enter a contract with Mark Wendling to serve as the village’s director of public services and safety.
Mayor Stutchell introduced the contract and asked the council to act quickly, saying the hire needed to be processed so Wendling could provide notice to his current employer. "Due to the time period in which Mr. Wendling needs to provide notice to his current employer, we need to get this in process," the mayor said, and noted a selection committee that included himself and council members had reviewed Wendling’s résumé and contract.
Council moved into a special session for the ordinance. Councilman Culbertson moved to suspend the second and third readings of the ordinance; that suspension passed on a roll-call vote of 7–0. Following the suspension, Connor Morton moved to adopt Ordinance 17; the motion was seconded and the clerk called the roll. The adoption vote was recorded as Morton: aye; Stutchell: aye; Edwards: aye; Hausfeld: aye; Schuldmeier/Schulmeyer: aye; Culbertson: aye; Esteb: aye — 7 ayes, 0 nays — and Ordinance 17 was adopted "as read."
The ordinance, read for first reading as an emergency measure, authorizes the mayor to execute the employment contract for the director of public services and safety; the text of the contract and Wendling’s résumé were provided to council in advance. Mayor Stutchell said an acting director and support from village staff would be in place during the interim before Mr. Wendling’s official start date.
No members of the audience spoke against the ordinance during the special meeting. The council returned to the Committee of the Whole after the adoption and continued other business.
