Senate panel signals support for no-cost IDs for people leaving correctional facilities

The Senate Institutions Committee on Feb. 24 examined draft language in a miscellaneous DMV bill that would make non-driver identification cards, replacement operator licenses and replacement learner's permits available at no cost to people leaving correctional facilities.
Hillary Charter Ames of the Office of Legislative Counsel told the committee the draft (presented as draft 2.2 of S.3-26 in the hearing) would extend current Title 23 procedures that already provide free non-driver IDs to people sentenced for six months or more and would add parallel provisions to cover replacement operator licenses and learner's permits. "These sections are about providing individuals leaving correctional facilities with nondriver IDs, replacement licenses, and replacement learner's permits at no cost," Charter Ames said, explaining that House Corrections and Senate Transportation had coordinated on similar language.
