Council updates: sidewalks, recycling pricing, deferred comp, open container draft and part-time officer

At its Feb. 25 meeting, the borough council reviewed a West Grove Street sidewalk revision, a lower-than-expected recycling fee, a routine deferred-compensation ordinance, an open container draft with event exceptions, and a recommended part-time police hire; most items will return for final action or confirmation.
