Clallam County selects Tyler Technologies to replace county financial system, locks five-year pricing

The Board of Clallam County Commissioners on Dec. 16 authorized a contract with Tyler Technologies to replace the county's aging financial system. County staff recommended using a cooperative Sourcewell procurement vehicle to secure negotiated pricing.

Staff said the county currently uses an older product entering end-of-life and that selecting a Tyler product should ease data conversion because the county already uses a Tyler EDU product in some functions.
Implementation expectations: staff estimated an 18–24 month implementation period, phasing in modules sequentially. Finance staff warned commissioners the project will be a heavy lift across multiple departments, requiring user-group participation, but said it should ultimately yield process improvements and modernized financial reporting.
Commission response: Commissioners acknowledged the transition burden and urged staff to set reasonable expectations; the board moved and approved the agreement by voice vote.
