Staff presentation and permit extension: Andrew (village staff) recommended granting a fourth four‑month extension for the remodeling/addition project at 936 Westcliff Lane because prior administrative extensions had been used and the project had site‑maintenance issues; staff recommended an extension fee of $1,300, a prorated new permit fee of $3,746 and an additional deposit of $3,746, refundable on a prorated monthly basis if work completes by the new deadline of Sept. 16, 2024. The resolution conditions require the owner and contractor to sign an unconditional agreement that, among other things, waives the right to contest fines if the deadline is missed. Contractor and applicant Anthony Muscarella of Samara Development described labor delays and a serious medical emergency in his office as causes of schedule slips and told the board he expects to finish the interior work within approximately two months. The board approved the extension and its conditions.
Public‑safety technology procurement and budget amendment: The police department asked the board to waive competitive bidding and approve an Axon Enterprise Inc. agreement to replace the village’s WatchGuard in‑car camera system, which staff said is reaching end of life in 2025. The integrated Axon system would align with the department’s existing Axon body and interview cameras and was presented as a way to consolidate recording and storage; the total cost was stated as not to exceed $155,742, payable in installments. The board approved waiving competitive bidding and the agreement. Finance staff then asked the board to amend the 2024 budget so the village can accept early delivery of squad vehicles and associated software; trustees approved the amendment, noting funds in the vehicle‑equipment replacement fund.
Concession lease at Metro Station: Staff presented a one‑year lease with Landmark Coffee LLC, whose owner Matthew (Matt) White said he lives in Deerfield and plans to operate a small coffee and packaged‑goods concession targeted to morning commuters. The lease term would begin July 1 pending Lake County approvals; the first two months would be rent‑free, followed by $500 per month with automatic renewals and CPI increases thereafter. The board approved the concession agreement.
