The Clinton County Board of Commissioners on Feb. 26 approved a slate of routine contracts, a state grant application for jail-based treatment, multiple county vendor agreements, and several personnel actions.
Commissioner Harding presented Resolution 1 of 2026 designating Clinton County and the county treasurer’s office as real-estate tax collector for Mill Hall Borough, Grogan Township and Bald Eagle Township under Act 115 of 2011; the board moved and seconded the resolution and voted in favor.
The board approved an application to the Pennsylvania Commission on Crime and Delinquency for a 2026 Medication‑Assisted Substance Use Treatment grant for the Clinton County Correctional Facility. The grant award amount was listed at $99,946 with no county match required; the grant period shown in the agenda runs July 1, 2026, through June 30, 2028.
Other approvals included a copier buyout for the Court of Common Pleas for $2,454.69; a one‑year renewal with United Power and Battery for proactive maintenance and 24/7 emergency services for UPS units in Emergency Services at a cost of $4,698; a monthly maintenance agreement for the court with Willets Copier at $122.50; and a 60‑month lease with Bullets Copier Inc. for the Magisterial District Court at $153.72 per month (including a $55.83 service charge), effective April 1, 2026. The board also approved vending‑machine service agreements with ARC Vending LLC to serve multiple county facilities.
The board approved a hazardous‑materials emergency response contract with Eagle Towing and Recovery, Inc., designating Eagle as the county’s spill‑response contractor for four years beginning Feb. 26, 2026, and an amended memorandum of understanding with the Children and Youth Services Agency to reimburse part of legal representation costs through 4E funds in dependency proceedings.
Personnel actions the board approved included the transfer of Anna Petty from Magisterial District Court Clerk 2 to first deputy treasurer in the treasurer’s office, effective March 2, 2026, at a salary of $38,767; and the acceptance of resignations from Clarissa Shirk (Family Centered Services case manager, effective Feb. 27, 2026) and Carly McConnell (Watershed Specialist/Education Coordinator, effective March 6, 2026).
The Salary Board also approved a correction to the hourly rate for all part‑time security positions to $16.25 per hour, effective Jan. 1, 2026, citing a typographical error in the agenda; the correction was approved by roll call. The commissioners approved county bills totaling $1,285,871.75 for the two‑week period ending Feb. 25, 2026, and net payroll of $329,721.60 for the period ending Feb. 14, 2026.
