A proposal to expand Hall County Rural Transportation service roughly two miles into Merrick and Hamilton counties failed after a 4-3 split vote by the Hall County Board of Commissioners.
Jim McFarland (speaker 19) asked the board to allow the county’s rural transit service to extend a two-mile strip east of Gunbarrow Road and down to I‑80 to provide rides into Grand Island. McFarland said the system has fixed costs and that, in his view, the county could absorb additional stops without significant new expense; he suggested the county could keep the fare at $2 or consider a higher fare for out-of-county passengers.
Some commissioners said the expansion would shift mileage and operating costs onto Hall County taxpayers without a guarantee of reimbursements from neighboring counties. After debate, Commissioner (speaker 1) moved to adopt the expanded service area; the motion was seconded. The recorded tally was four no votes and three yes votes, and the motion failed.
NDOT had indicated overlapping service can be permitted and would require a public hearing only if the expanded area included more than 2,000 people; McFarland said publication of a notice is the immediate step if the board changes the service area.
The board did not take further action; commissioners asked staff to refine cost estimates and consider outreach if the expansion is resubmitted.
