The board also approved a contract with Russ and Campus Service for a chiller on the Whitney project for $551,300; that contract passed 5 yes, 2 no after discussion about bid completeness and items that had been omitted from the initial bid package but included in the total price.
Separately, commissioners approved engineering services with Strategic Design for the Hall County corrections HVAC project. Commissioners and several speakers discussed concern over limited bidders on large projects, the need to keep specifications sufficiently open to encourage competition and the large cost implications for postponing projects. The engineering services motion passed 5 yes, 2 no.
Commissioners instructed staff to continue outreach to potential bidders, provide clearer specifications where possible and present the financial impact on the courthouse and corrections budgets when final bids are sought.
